Verification, and Why There Is No Way Round It
A card is a payment instrument, not an account balance. The moment one is issued in your name, the issuer has to know whose name it is.
Anyone advertising a card with no verification is selling one of two things: a card that will be frozen, or a card issued in somebody else's name. Both end the same way, usually with the balance stuck.
The rules are not a policy choice by the issuer. Card networks require the issuer to identify the cardholder, and the issuer's own licence depends on doing it. There is no tier of service where this is waived.
What is actually being checked
Three things, and they are narrower than people fear.
That the document is genuine. Passports and national ID cards carry printing, layout and machine-readable zones that are hard to fake convincingly. Most rejections happen here, and most of those are not fraud — they are a photo of a photo, or a scan with the corner cut off.
That the document belongs to you. This is the selfie step. It compares a live image of your face against the portrait in the document. It is not stored to identify you elsewhere; it exists to stop somebody using a document that is not theirs.
That you are not on a sanctions or watch list. An automated check against published lists. For almost everyone it passes without anyone ever seeing it.
How to pass on the first attempt
- Photograph the document itself, not a screen A picture of a passport displayed on a laptop fails almost every time. The check looks for the physical page — its texture, its printing, the way light falls on it.
- Get all four corners in the frame A cropped edge means the layout cannot be verified against the template for that country. This is the single most common rejection.
- Use even light and no flash Flash reflects off the laminate and wipes out exactly the security features the check is looking for. A window on a dull day is better than any lamp.
- Check the document has not expired An expired passport is not a document for this purpose, however recently it expired.
- Use the country you actually live in A document from one country with an address in another is not fraud, but it makes the check slower and it can make later payments harder — see why cards get declined.

Nothing here costs anything, and the card is issued only once it clears. Until then a NELVOI account shows as not verified — that state is not a queue, it is simply the state before the check has been done.
What happens to the documents afterwards
This is the part worth asking any provider, and worth reading their answer carefully.
Documents are stored encrypted, separately from the rest of the account, and are deleted on a fixed retention schedule rather than kept indefinitely. A retention period that nobody enforces is worse than none, because it implies deletion that is not happening.

If a check is rejected
A rejection should always come with a reason. A refusal with no explanation cannot be corrected, so the next attempt looks exactly like the last one and fails the same way.
In practice the fix is nearly always retaking the photograph. Reasons that need more than that — an expired document, a name that does not match, a country we cannot serve — are stated plainly rather than hidden behind a generic message.
